Frank Riddell Frame was born on 15 February 1930 at his parents' home on 36 Scott Street in Hamilton to William Murray Graham and Jessie Kerr (Riddell) Frame. His father was a school teacher. Frank was named for his maternal grandfather Francis Riddell, which could mean he was the couple's second son if they followed the traditional Scottish naming conventions.
He married June Marie Douglas in 1917 in Glasgow. She was born in 1943 in the Bridgeton district of Glasgow. Nothing more is known about the couple after their marriage.
