Shirley Gay Short was born on 10 August 1945 in Swords Creek, Virginia, to Leonard Burke Short and Myrtle Vivian Ball. She married Jerry Allen Muir on 13 February 1965 in Raven, Virginia. The couple had two sons before Jerry was killed in a mining accident in 1973.
She married Roger Eugene Ferrell, son of Boyd Ferrell and Flornie Baldwin, on 9 March 1979 in Tazewell County, Virginia. Roger had been married previously and had four children. In 1996 Roger and Shirley lived in Cedar Bluff, Virginia.
